Decide how big you want the table to be and how high off the ground you want it mounted.
Lets assume you want a full sheet 4′x8′ and have it 32 inches off the ground.
Go to Lowes. Buy a sheet of 1/2" plywood. They can rip it to size. Buy 6 2x4x8s.
To reinforce the table along the underside of the outside edge screw on 2x4s. It will take 3 total.
Buy 4 heavy duty hinges with screws to mount the table to the wall. Assuming you want the 8 foot length mounted to the wall.
Use 2x4s for the legs – 4 of them 30" each. Get 4 more small hinges and bolt locks. The hinge goes on one side to allow the legs to fold against the wall. The bolt/barrel lock will keep the leg from being kicked in while playing.
To fold it up you will need to get gate latches or shed latches to lock it in the up position. They are in the same area as the barrel locks.
Depending on the placement of studs in your garage you may have to mount another 2×4 on the wall to screw the large hinges into.
