Where can I buy a replacement ashtray for a 1965 Salon Chair w/built in ashtray in the arm rest?

Looks to be the size of the ashtrays that airlines use to have in their arm rests.
2 inches wide and 2 inches deep.
Has flip lid.

What would I have to go through to obtain a lighter than air craft license?

I plan to build a lighter than aircraft but don't want to get into any sort of legal trouble. I'm looking to obtain a license for at least the US, but if you have any information for obtaining it for worldwide flight, please let me know. I tried google, but I kept getting reports of some guy who strapped 5000 or something ballons to a chair and got arrested for flying a lighter than aircraft without a license. Thank you!
